As the founding partner of Carter & Doyle, Valerie S. Carter brings more than two decades of legal experience to the firm's clients. Her practice is largely devoted to representing individuals and companies before the Securities and Exchange Commission, FINRA, the FDIC, Internal Revenue Service, Massachusetts Commission Against Discrimination and other regulatory agencies. She also represents individual clients in federal criminal matters where discretion and acumen are essential. Ms. Carter also provides expert counsel to financial institutions in commercial real estate asset recovery matters, and represents businesses in general litigation.

Ms. Carter's courtroom resilience was developed while serving as Senior Counsel to RECOLL, a Fleet Bank subsidiary. While there Ms. Carter was part of the team that led to the collection of $6 billion in debt as a result of the failed Bank of New England, making RECOLL the most successful third party contractor in the FDIC's history.

Prior to her work at RECOLL, Ms. Carter for five years held a dual appointment as an Enforcement Attorney at the U.S. Attorney's Office and the Securities and Exchange Commission, where she successfully prosecuted bank and securities fraud cases and was critical in the prosecution of some of New England's first criminal insider trading cases.

In addition to her roles with the FDIC and SEC, Ms. Carter serves as a Criminal Justice Act Attorney appointed by the U.S. District Court of Massachusetts, Mediator for Middlesex Superior Court, Suffolk Superior Court, Arbitrator for FINRA, and was Director of Mediation Programs for the FDIC as Receiver of Bank of New England.

Ms. Carter currently serves as a lecturer for the Massachusetts Bar Association where she shares her expertise on current matters in securities law disputes, collection techniques and white collar criminal defense. She is also Chairperson of Brandeis University's Committee on Women and the Law. Ms. Carter received her Juris Doctorate from Northeastern University School of Law and a Bachelor of Arts degree Magna Cum Laude from Brandeis University.

Dennis C. Carter joined the firm in 2007 after working in the financial services industry for more than a decade. Mr. Carter focuses his practice on civil litigation and appellate related matters, with an emphasis on securities law, employment matters, criminal law, personal injury, business litigation and condominium law.

Mr. Carter regularly counsels clients on a broad range of matters, including criminal defense in federal and state court, securities law, the drafting and enforcement of commercial contracts, securing real estate financing, workers compensation, and municipal and unemployment matters. Another significant part of his practice involves the formation of business entities and the drafting of wills and trusts.

Prior to practicing law, Mr. Carter worked at Capital Growth Management LLP in Boston, managing and administrating retirement plans, monitoring legislative changes and retirement plans for compliance purposes, and reviewing and developing plan documents and amendments to ensure compliance with securities law and the Internal Revenue Code.
Mr. Carter received his Juris Doctorate from New England School of Law and is a summa cum laude Phi Delta Lambda graduate of Eastern Nazarene College, where he received a Bachelor of Business Management. Among his public service activities, Mr. Carter serves as a fundraiser and event organizer for the organization Mutual Funds Against Cancer and remains active in fundraising for the Jimmy Fund and Dana Farber Cancer Institute.

Mr. Carter is admitted to practice in Massachusetts state courts, Rhode Island state courts, the United States District Court for the District of Massachusetts, the United States District Court for the District of Rhode Island and the United States Court of Appeals for the First Circuit.

Our highly experienced paralegal team complements and supports our attorneys in all phases of the litigation process, including document collection, production and organization. They are also instrumental in our asset recovery efforts; assisting with preparation of documents necessary to comply with federal, state and local regulations; drafting demand letters; recording documents; summarize deposition and trial testimony; and filing pleadings. They are highly motivated, detail oriented and have excellent organizational skills.
